10th August, 1940.
I enclose a copy of a
letter from the Governor of Hong Kong to Sydney Caine which I have intercepted as the latter is on leave, together with a copy of my renly. I imepine that two or three divisions of the Treasury are involved but you seen to be
a
principally concerned, as you might have to replace the Fund at some later date. As you will see, I am discussing the question with Northcote on Tuesday afternoon and I should be very grateful if you could let me have the Treasury views, if possible, by that date.
